An assessment of the USAID natural resources management program in Indonesia: recommendations for the future
This report derives from an evaluation of USAID's NRM Program in Indonesia. In 1999, a mid-course adjustment was made to the USAID/Indonesia program to accommodate new directions, but due to on-going changes in the country, USAID requested an assessment of the program to ensure the appropriateness of objectives and strategies. The assessment team was requested to identify enabling conditions for improved natural resource governance in Indonesia and to recommend targets for USAID strategy and support. Recommendations included: Increase enforcement of laws and regulations, transparency, public accountability, and informed community participation; Increase the capacity of officials and institutions to deal with technical issues and policy and to draft appropriate laws and regulations; Facilitate definition of roles and responsibilities within the national and local governments; Clarify and strengthen the legal framework at the national, provincial, and district level; Promote the incorporation of appropriate conflict avoidance, management and resolution strategies into natural resource governance; pard Provide conflict resolution training for local government and non-government agencies.
