Powerless Spectators, Coping Actors, and Adaptive Co-managers: a synthesis of the role of communities in Ecosystem Management
This article reviews the literature on the adaptive capacity of local communities and divides them into three broad categories: powerless spectator, coping actor and adaptive manager. The authors stress the elements of leadership and vision, knowledge networks, institutions that are nested across scales, linking culture with management, enabling policy and motivation. The article seems to say that capacity is endogenous and gives little play to outside forces and rights and duties.
