This concise policy brief reports on data collected from 10 protected area management areas in 4 different countries (Kenya, Uganda, Thailand and the Philippines). The type of management - community based, co-management or government management - greatly influences benefits to local communities. Government management appearing in some cases to be extractive and contributing to local poverty. The author believes that the management regimes can be changed and ecosystem services maintained - implying that a shift to more local control would help shift benefits to local people without sacrificing environmental impact - win-win. The paper also points out the importance of social and cultural benefits which can be significant intangible benefits. There are significant differences in benefit (or cost) distribution by gender, poverty level and ethnicity. The paper makes a number of sound recommendations for policy and practice.
