High value forests, hidden economies and elite capture: Evidence from forest user groups in Nepal’s Terai
Researchers show that even though forest cover appears to have improved under community forest user groups in the Nepalese Terai, the CFUG management does not necessarily address equity concerns; the research is important in emphasizing that while corruption might be measured in reference to the rules, the legitimacy and fairness of rules must also be assessed by USAID.
