Institutional Assessment and Sector Analysis for the Low-Emissions Development Strategy in Guatemala
This report analyzes the institutional capacity of Guatemala's Ministry of the Environment and Natural Resources (MARN) and it's Secretariat of Planning and Programming of the Presidency (SEGEPLAN) to lead a LEDS program from a technical and planning perspective, respectively. It also provides an assessment of the methodologies used in calculating greenhouse gas inventories at a macro level. Opportunities for improvement, mitigation options and steps for development of an action plan are proposed for each of the key sectors in Guatemala, including energy, industry, transportation, agriculture and forestry and land use.
