The Integrated Natural Resource Management (INRM) activity provides on-demand support services and technical assistance for USAID Missions, Bureaus, and Independent Offices across a wide array of environmental and natural resource management issues.

This reference sheet is part of a series of materials aimed at USAID Missions and other Operating Units interested in integrating land and resource governance (LRG) into their programming. Each reference sheet in this series briefly outlines existing evidence on the links between LRG and an adjacent development topic—in this case, biodiversity conservation—and provides practical guidance for integrating LRG considerations across the Program Cycle.
It is widely accepted that participatory natural resource management (PNRM) can provide more effective social and ecological outcomes, but no comprehensive assessment has focused on how PNRM affects democratic outcomes more broadly. This systematic evidence review addresses that knowledge gap to answer: 1) What conditions have linked PNRM, positively or negatively, to democratic outcomes? 2) How has PNRM been linked to equity and empowerment? 3) What is the evidence base and where do remaining knowledge gaps exist? The evidence review concludes with lessons learned and implications for future programming.
The objective of this feasibility assessment (FA) is to assess the possible evaluation options for the Health, Ecosystems, and Agriculture for Resilient Thriving Societies (HEARTH) Eastern Kafue Nature Alliance activity (“Kafue Activity”) in Zambia. The assessment considers design options, including impact evaluation (IE) and performance evaluation (PE), that meet Agency-wide HEARTH and Mission learning interests, with the goal of determining the most rigorous options that can be applied given implementation, resource, and other constraints for this activity.
