2009/10 Katoomba XV Meeting - Integrated Solutions: Water, Biodiversity and Terrestrial Carbon in West Africa (Accra, Ghana)

October 6‐10, 2009, Accra, Ghana - The meeting on "Integrated Solutions: Water, Biodiversity and Terrestrial Carbon in West Africa" was hosted by the Katoomba Group, Forest Trends, and the Nature Conservation Research Center (NCRC) and was made possible by support from the Global Environment Facility (GEF), Gordon and Betty Moore Foundation, NORAD, Rockefeller Foundation, Rainforest Alliance, Price Waterhouse Coopers and USAID through the TransLinks Cooperative Agreement.

OVERVIEW

The XV Katoomba Meeting was the first global Katoomba meeting in West Africa and fourth in Africa. It was timely in that regional interest in payments for ecosystem services (PES) has been increasingly rapidly as more conventional approach to natural resource management and conservation have proved relatively ineffective, for example, some countries in the region are experiencing accelerating deforestation rates that are among the highest in the world. The Meeting was given a sobering backdrop by the latest UK Hadley Centre predictions of a likely rise in average temperature of four degrees by 2060 assuming 'business as usual' with 6-7 degrees likely for some areas. 

The Meeting was also timely coming two months before the watershed meeting of the United Nations Framework Convention on Climate Change (UNFCCC) at Copenhagen. It is hoped that many national delegates or representatives found the Meeting useful for honing their understanding of the many complex issues, especially around REDD (Reduced Emissions from Deforestation and forest Degradation). With several countries in the region gearing up for 'REDD Readiness', a key theme of the meeting was REDD+.

Other key themes included the potential of agricultural or soil carbon for Africa, the challenge of developing 'cocoa carbon' credits, the potential of biodiversity offsets, especially in the context of Ghana's imminent off-shore oil exploration, and the importance of wetlands, mangroves and the hydrological or weather-related functions of West Africa's forests. 

The conference was divided into a Public Meeting, aimed at a wide range of stakeholders including policy makers, and a smaller Private Meeting, aimed more at 'PES practitioners'. The Private Meeting included field trips to potential PES project sites. Over 200 people attended the Public Meeting and 78 attended the Private Meeting.
